From NZ: you have a problem with a self perpetuating ruling class.

Cure?

1. Half the number of representatives.
2. Stop gerrymanders.
3. Enforce term limits: no one can serve for more than 12 years total in congress, eight years as president, and 12 years as a justice of the supreme court.
4. Gut the federal system. Return rights to the states -- there should be NO Three letter agencies left. (Intelligence should be in the ministry of war and the state department... the FBI is redundant, and if I continue I will be quite impolite.

But then, I live in an over regulated place called NZ. Our role is to act as a warning... of what not to do.
